This used to drive me crazy but was finally fixed in MacOS Sonoma: If you have Optimize Storage turned on, you can prevent specific folders from getting offloaded to iCloud by right-clicking on the folder and selecting “Keep Downloaded”
Pika.page is great for websites, though they don’t have email newsletters yet. I know some folks who moved from substack to beehiiv.com. Also micro.blog, which has fediverse support baked in
