Plans that can't please everyone will likely blow up and lead to U-turns (if effective case not made.) Doing evasive interviews beforehand won't change that. Reveal the plans then go out and fight on the substance. You might actually convince ppl - or at least convince them to compromise.

Also pointless comms: minister does interviews abt plan being announced in 24 hrs (EG SEND interviews this AM)

Govt thinks it allows its spin to land while dodging controversial details. But it just looks evasive.

Better to announce plans then *make arguments* for tough bits
