Like, in an ideal world we'd have rigid vaccine mandates everywhere but we don't, so health professionals need to take the best approach to encourage vaccination. That doesn't mean they're sympathetic to anti-vaxxers though.
Yeah, vaccine hesitancy is a spectrum. Not everyone is an unhinged anti-vaxxer. Some folks have seen misinformation and legitimately aren't sure. In 1:1 settings you need to address this. The goal is to get people to vaccinate not simply scold. There's lots of research showing scolding doesn't work.
