I agree. I’m the US it is the system that is wrong. In Australia, we have an independent commission that both supervises the districting based only on population and demographic changes and also runs the election for the whole country. Rarely any complaints and then only minor.

I think the 75% figure specifically applies to Victoria in the 15 years post its colonization. Not diminish the horror of it, and there was no doubt as bad or worse in other areas, but just to get it right.
