I don't think SMEs are expecting 3%, but Canadians could/should expect more risk from Banks and not have to lean on BDC almost exclusively. It's tough to ask entrepreneurs to accept "no" from Canadian banks who lend all day to similar size/type businesses in the US.
Capital *seems* to be lacking in the $250k - $5 mil range. At least in the capital access conversations I'm a part of, and not just for start ups. Sure, default rates might be high for startups, but combined with working capital, commercial property and equipment and acquisitions, is it that risky?
Is 3% is in the conversation? Big banks have deferred to BDC, and BDC's rates and terms have edged higher and higher to where they're not lending at scale and their loans are not viable. The US has an entire SBA 7a infrastructure to back risk. TD did $600,000,000 in SBA 7a loans in the US last year.
I'm not sure there are alternate lending sources at scale in Canada, at least, not any with decent rates and terms that are truly accessible to the S's and probably many of the M's in the SME world. I trust you on the "sell 500k units to walgreens to sell 50k units to loblaws" case study, though.
