Both of the 2 out of 3 people who've settled got $450k ea; in both cases half or more of that just covered legal fees. The costs are extremely high because Cuomo's lawyers are doing insanely aggressive discovery requests that cause a lot of further litigation
The costs here come from Cuomo going *extremely* hard in discovery, which prompts a bunch of expensive fights. Tort reform wouldn't help, the NY law that covers these legal expenses needs to be clarified and reformed
