I understand the reason for this. It is an Infinite Worlds timeline. Infinite Worlds is full of timelines that IW scientists understand don't make sense and are forced to roll with. As an IW timeline, the 1980/90s setup is actually pretty good and playable.
That's why I keep thinking about it in terms of Wild Talents. You can actually get away with a lot of the early Confederate wank by going with the idea that William Walker was a Talent. But the timeline keeps having to give the Confederates an out to work.
