We have racks like this next to a busy cycle track in Calgary. They are made worse by being fixed on an impractically steep slope, so any user would need to hold their bike in place while wrestling with and arranging their lock around their bike frame. Not once have I seen a bike in that rack.

Sorry, Ximena. I misunderstood. You're right. There is no prior year actual. Only an estimate for the current year fiscal, i.e., a year-to-date actual that also includes a forecast to March 31, 2026, as one reported figure.
The 2026-27 Government Estimates document has it for various funds, legislature offices, and each ministry (along with columns for this year's and the 2026-27 year).

I suspect these considerations have more to do with it,
- Pedestrians now spend roughly 20% of their time waiting at intersections
- The average pedestrian arriving randomly at the intersection waits longer than a car. Several factors guarantee this.
- Pedestrians have the minimum green time.
