To be fair, the first Resident Evil ended with a big action set piece where you blew up the Tyrant with a rocket launcher. It's just that our standards for big action set pieces were lower then.
The problem with it in most books is that you're mostly there for the plot, and infodumps stop the plot dead.
I think it's /possible/, but you'd need the worldbuilding to be the focus, like a travelogue. You'd also need much richer worldbuilding than what Shad had. Not just "ooh, look, my cool magic system," but interesting cultures and people.
