I'm not surprised by this direction. Croatia seems intent on monetizing its traditional borderlands position, and lots of intermediaries have already made fortunes importing workers into Croatia, so there will be even more money to be made from their WB neighbors

...this is of course nearly impossible to actually track since (even with Schengen suspensions) there are no systematic checks within Schengen, and more importantly even if you are controlled there are no systematic records of crossings. So if this plan moves forward, it could put WB truckers...
...actually differentiate between the member state that issued the visa/card and the rest of Schengen. So technically, if you hold a resident card in Spain valid for 2 years, you're good to live in Spain for 2 years. But you should still not spend more than 90/180 in the rest of Schengen...
..without actually moving to Croatia and residing there. This is not currently possible, but if it does get implemented then it might come with another interesting problem.
Even though Schengen visas are valid for the whole EU, long term visas issued by member states (as well as residency cards)...
An interesting thing Aleksandar Simić shared -- there has been some progress with Croatia offering D type visas specifically, and potentially offering some type of flexibility regarding residency. Basically, there's speculation about WB truckers partnering with Croatia based companies to get visas..

The core of the issue is that EES prevents rule breaking, which was built into WB truckers/WB trucking company/WB economies back when it was easy to get around the 90/180 rule due to ease of avoiding checks.
