Anthro characters with realistic human anatomy always look offputting without clothes to me. It feels less weird when they are more cartoon-y or monster-shaped, though.

I mean. I'm not gonna debate on the point of the slogan, but saying that the slogan is meant to imply we are supposed to associate the style with nazis rather than the much more obvious intent of looking like the American propaganda of the same period is a stretch. Those American posters are iconic.

Modern politics aside; this was kind of just the style of the times in general, it wasn't specific to Germany.
