i might be wrong but i think Tangle was designed mainly by Tyson Hesse and Whisper by Evan Stanley? very true that he was in charge of their initial depictions though so still nuts

it's probably also a logistical thing. hiring VAs takes time, plus the Chaotix stuff and TailsTube are more of a SEGA of America thing not working in conjunction with the games' development in Japan. i wouldn't be surprised if timelines and planning just didn't line up

one factor i would guess is that for the game, they want to have voices in all available languages, and they haven't found VAs for them in other languages yet
