What is it a reference to? I’ve always thought it might’ve been some mashup of names you’ve used.
Could always make an OC of an eeveelution, but on surface level sounds like an OC you created yourself from scratch might be more interesting. Whatever you think will be more fun for you to try, sounds interesting regardless!
The people crave your art
You can learn and understand what generally is seen as “conventionally attractive” and draw based on that but at the same time people have so many differing opinions and aspects they might find sexy I don’t think you can ever find a “one size fits all” answer.

Only one opinion but feel that a lot of single character pics range around 100-200. Maybe more or less depending on the artist. Could be a start to consider but pick what seems fair to you considering the drawing's time and effort!
