It really does vary from game to game and character to character.
It's what high level players are always tweaking in their gameplay in daily practice, reducing the need to make those callouts as much as possible while also trying to understand what's necessary based on how they are playing.
Genuinely depends on the fighting game and character you're playing.
Part of developing a strategy in these games is looking at the options available to you, what you can limit from the other person, the risk you can apply to their diff options, etc
