Strictly speaking the broader conflict does involve men on the ground. Israel has troops in Lebanon and Gaza. Bombing is often decisive - see Kosovo and pacific theater in WW2.

But aside from this the main goal is not to meet a particular definition of victory but to destroy Iran missile program.
