The reason the Constitution is cumbersome for what you want to do is that it was expressly written to prevent you from doing it.
I do not think it is an exaggeration to say that hundreds of thousands of dollars are being redistributed through informal/semiformal mutual aid networks so residents can pay rent tomorrow. This is not sustainable. @governorwalz.mn.gov, please take action for MN with an eviction moratorium now.

He was conducting routine immigration court work, escorting individuals from hearings.
He asked ICE for their warrant - well within his legal rights.
