Hallo du! Entfernen und neues Hinzufügen des Widgets hat bei mir geholfen. Auch ganz ohne andere Wetter-Anbieter. Probier' es doch auch mal aus :)

Ich werde das Widget mal deaktivieren und neu hinzufügen, vielleicht hilft das ja schon.

Zu deiner ersten Frage weiß ich leider keinen Rat.

Das Wetter Widget verhält sich bei mir auf meinem Samsung ebenfalls seit fast einer Woche so. Es steht stets die Temperatur von ca. 07:00 Uhr morgens drin, was bei mir dazu führt, dass ich denke, dass in Köln aktuell Minusgrade tagsüber herrschen.
