Excited to start today on a @nuffieldfoundation.org funded study, 'Access to justice in legal challenges to infrastructure projects'. It will look at the causes and impacts of judicial review of major infrastructure projects, and wisdom of further reform www.nuffieldfoundation.org/project/acce...

A snowy University of York campus, framed by an office window
I’m really pleased to be starting my new job today as a Lecturer in Law at the (rather snowy) University of York!
📝Our new @instituteforgovernment.org.uk report with @jackpannell.bsky.social & @emmanorris.bsky.social out today sets out out the underlying problems with the way public inquiries are established
We argue ministers need better support to make informed decisions about how an inquiry should be set up
For those of you just waking up - Leeds mass transit has been cancelled.
Remember when HS2 to Leeds was cancelled by the NIC's shitty maths and fundamental lack of expertise, and Leeds was thrown the bone of "you'll get trams" and I said those would never be delivered?
Yeah, as I was saying...
Two Lectureships in Law with us at @lawatleeds.bsky.social. Open call, 'An ability to contribute to teaching in one or more of the foundational LLB subjects is essential.'
Genuinely a lovely bunch of people to be around. In the present HE context, it matters!

A new article from me has been published in Public Law (now available on WestLaw), in which I argue that the landscape for bringing claims relying on Article 14 ECHR has been fundamentally altered by the UKSC's decision in SC [2021] UKSC 26.

It’s part of a bigger project so if interested to discuss please drop me a line. (Or pass on to anyone you think might have an interest!)
Rarely spotted job fairy alert! A specific public law senior lecturer/reader post (and a few other positions - including in environmental law - to boot). Please spread the word! Happy to discuss with anyone who is tempted to come join us in Newcastle:

Indeed - unless the concern isn't with cases' outcomes but the admin/policy impacts of JR being regularly used (whether successful or not) e.g. delays, costs, pre-emptively JR-proofing policies etc. If you'll forgive a self-plug, I talk about this distinction here: academic.oup.com/ojls/advance...
With a random dig at HS2 as ‘posh spending’ thrown in for good measure
Potentially more substantial infrastructure JR reform proposals on the way, including raising the permission threshold and ensuring 'each decision faces only one review'. Last year's Banner Review noted there may be a case to raise permission but it risked making permission hearings more cumbersome
New report from my colleagues @jackpannell.bsky.social & @paddy-mcalary.bsky.social on hybrid bills and parliament's role in delivering the government's major infrastructure projects
Excellent insight into these bills and the reform that's needed
www.instituteforgovernment.org.uk/publication/...
How can government legislate better to deliver major infrastructure projects? Fantastic new paper from @instituteforgovernment.org.uk on how to improve the little-known hybrid bill procedure! www.instituteforgovernment.org.uk/publication/...
Looking forward to chairing a session on crowdfunding and litigation funding for JR at this, later in the year, with an excellent panel of speakers
The UK still needs HS2, delivered in full. There's no viable alternative.
Me, from years back, making this point:
