The administration knew they had a PR problem and so they are trying very hard to do essentially the same illegal work - continuing to trample on constitutional rights - just more quietly.

The only difference now is that Homan has a slightly better understanding because he actually got in a room with local officials rather than getting his intel from Miller and conservative news outlets.
3) Local officials are doing what they've always been doing which is to not interfere with legal enforcement activities, while also not performing immigration enforcement themselves...
2) Agents are continuing to profile and harass anyone who is Black or brown, as well as continuing to target observers and bystanders. They are also continuing to smash their way into private homes and businesses with no judicial warrant. They are just being slightly less overt in these activities.
1) the withdrawal still places the number of local agents above the initial number of Operation Metro Surge the first week of January.
DHS is attempting to reframe the narrative with their withdrawal of 700 agents, an assertion that further enforcement actions will be targeted on the worst of the worst, and claiming that local officials have begun cooperating.
For those outside of #Minnesota - just to be clear - it's not over.

As I write this it is -9 degrees F with a windchill of -24 F. Where I am It bottomed out overnight at -21 F with a windchill of -41 F.

ICE activities are being reported across the state, but with most of the focus on Minneapolis, St. Paul, and surrounding suburbs.
Roughly 65% of the population of #Minnesota is in the Twin Cities metro area, with other large outstate cities being #Rochester and #Duluth.
Minneapolis has a population of about 440,000. The Twin Cities metro area - which includes #SaintPaul (#2 highest population in the state), and dozens and dozens of suburbs spread across 7-ish counties - has a population of about 3.8 million.
To anyone outside of #Minnesota, it's important to understand that while national news media consistently refer to the Ice activity as happening in #Minneapolis , it's much broader than that - but is largely focused on the #TwinCities metro area.
