I contacted 'help desk' of my VPN after being geo blocked. I don't understand any of this but it had to do with the router signal being in IPv4 or IPv6. If the router auto transmits in 6 the VPN doesn't hide location. I had to turn router settings to IPv4 only. 6 can handle more internet traffic.
