Public goods should be freely available to the public.
It is the role of the government to ensure this happens. Any democratic government should be especially inclined to do so because withholding public goods from the public foments dissent and chaos.
In the same way that ensuring everyone has access to proper nourishment, shelter, and education is important for a society, so too is access to information important for a flourishing democracy.
The obvious difficulty is avoiding state media while having it funded by the state, but it's possible.
