The episode foregrounds the operational realities of scarcity: staff often spend prolonged periods waiting at communal tanks, while limited volumes force rationing practices in which a small number of buckets must meet the centre’s full daily requirements.

It analyses how ECD centres operating under the truck-and-tank regime must continually reallocate time and labour away from education toward securing water for essential activities, including food preparation, sanitation, cleaning, and hygiene maintenance.
