It's a technique called 3D decoupage using small double-sided sticky foam pads. Cut out the first layer of the whole image in thin card and attach it to the background with the pads, then attach a second layer of the elements you want to stick out further, then a third layer for the highest parts

I'm not sure what you're getting at. Homicide rate = murder rate + manslaughter rate. Both murder and manslaughter usually attract heavy sentences, but murder usually higher because attacking someone intending to kill them is worse than attacking them not meaning to kill them but they die anyway
If your loved one is killed you probably don't care much whether it was intentional/premeditated. How many people are being killed is the more useful measure for quality of life in an area.

My two frames: both traditional media. The close up was done at A3 scale over a couple of weeks, the wide shot was a quicker pinch-hit in A4, but I'm proud of both. Thanks so much to the organisers and everyone on the discord server for sharing their works in progress and cheering each other on x

It's not just a ban on trans people, or a ban on people who other people think are trans - it's a license to harass people and ban them because of baseless accusations. *Anyone* could be accused of being trans and would have no definitive way of proving it. This guidance must be withdrawn.
