When I learned to view some government policies through the lens of 'they think certain people should be punished-even if it costs us more' (homeless, addicts, women, disabled etc.). Then you realize the economic quantification doesn't and won't work.

Of course preventing violence is a good idea, regardless of cost... but also, isn't it obvious preventing trauma is more cost-effective than its aftermath.
