I feel i'm getting close— did some sleuthing and I think this might be by ray larabie, a lot of his fonts look like gridded-out figures w/ rounding filters applied -the proportions are different but you can see the rounding on the 9 and 3 are similar www.abstractfonts.com/font/4337
i've never seen anything like that 3 in the wild.... the way the forms are constructed reminds me of doodling around on graph paper. if its a font my guess its probably something made with fontstruct
