It should have been an info panel when they pushed out the update, that you saw once, and then forgot about, and if you actually wanted to go live, you then had to ask in a skeet, "Chat, how do I go live again? I didn't pay attention to the panel."

I've an app on my phone (manufactuer app) that has a similar dot to highlight new features. But when you click on the thing with the dot, it doesn't show you which of the options that opens up is the new feature.
You have to check each one.
