In short, it's the specific literary needs of the Shire -- one where paper is not used to pass on information but to organize social activity -- that creates the need in the Shire for paper, and it is their specific agrarian culture that provides the means for that paper.
... Is where one encounters more parchment. I think a likely answer to this question is that the primary need the Shire has to drive paper production is invitations to parties! And their agricultural society likely makes flaxseed and linen paper the primary type of paper being used.
