I mean, I think it was intentional grounding. But the refs wanted to give them a spot at a TD, which is why they let the play run instead of throwing the flag and killing the play when the ball hit the ground.

It was a forward pass and should have been intentional grounding. But they can't add the flag after the review. So it was either give them the TD and make it reviewable, or throw the flag and remove not give them the chance of a TD.
