Those laid off will likely not review, those with frozen/lost grants also less likely to review. Editorial boards are going to be affected, too.
Stuff might never get back to previous state. But among the many larger disruptions,I guess also some second+ order practical effects on science will take place, e.g. peer review might be variably crippled: Most of the work is done by unpaid reviewers in the business.
What happens to federal institutes in the US. i.e. implementing some sort of "disrupt everything" - with more or less revenge embedded - to all kinds of civil servants, grant recipients, folks on soft money (but tenured are probably not safe) might be inelastic.
