Absolutely, otherwise you just have to make your own UI framework with the gpu module.

Even then, properly syncing the Blender context to the PySide window is a pain, and for calling operators you pretty much always have to context override

Here's a small nugget of progress on a custom app I'm developing.
It allows to 'extract' textures from images, by 'removing' the perspective of your selection.

It still needs a lot of work but it's slowly getting there!
