A table with top line device max permitted powered speed (mph) and below it two columns, e-cycle and class 3 invalid carriage. Left column is route type, from top footpath/footway, bridleway, cycle track, cycle lane, bus lane., carriageway. Table shows with road speed limit and prohibition signs that e-cycles are not allowed on footpaths or footways, but can go up to 15.5mph powered on bridleways, cycle tracks, cycle lanes, bus lanes and on road carriageways. Class 3 "invalid carriages" (mobility scooters and powerchairs) are allowed at 4mph on footpaths and footways, but still only at 4mph on bridleways, and only 4mph if allowed at all on cycle tracks, cycle lanes and bus lanes. Class 3 "invalid carriages" are allowed to go at up to 8mph on road carriageways.

How slow can you go!

Did you know that powered mobility aid users are only allowed to go up to 4mph on traffic-free cycle routes?

Graphic titled β€œclass 3 β€œinvalid carriage requirements vs cycle requirements” has a powerchair user and mobility scooter user to the left, and a tricycle rider to the right.
The people are surrounded by a range of the requirements each device and user has to meet to legally use the device in public spaces.

Around the powerchair and mobility scooter user, orange bubbles with arrows say: 8mph max speed, 4mph restrictor switch, rear view mirror, horn, Disabled users only, DVLA registration, 1 person only, no trailers allowed, fixed front and rear lights, speedometer, age 14 plus, brakes, reflectors, amber beacon (on 60mph+ dual carriageways), indicators and hazard warning lights.

Around the tricyclists, blue bubbles with arrows say: lights and reflectors at night only, 15.5mph max powered speed, brakes, anyone, any age (e-assist 14 plus), multi-person and trailers allowed.

The Wheels for Wellbeing logo is in the bottom left corner.

To be legal for use in public spaces, powered wheelchairs, mobility scooters and other powered aids that can go above 4mph must meet class 3 requirements, or be registered and licensed as motor vehicles.

a collage of photos of a diverse group of people on cycles frames a textbox reading, "In 2025, we helped over 40 people get a chance to loan a cycle for FREE. Is this your year?". They include 5 photos of smiling men and women on sporty looking semi-recumbent cycles, a man and a young woman on two different types of handcycle clipped to wheelchairs and an older lady laughing next to a small, blue upright, electric tricycle.

Drawing of a busy terraced street has pavement-parked cars down both sides. A long cane user is trying to get down the left pavement. A driver in a pavement-parked SUV on double yellow lines is shouting "I need to park here! You can squeeze through or go on the road!"
A powerchair user is driving down the road, while an adult and child on a side-by-side tandem are cycling towards us. A driver coming up the road is shouting "Get off the road! You'll get yourselves killed!"
A child on a small bike is riding down the right hand pavement, while a driver in a pavement-parked van shouts "Get off the pavement! You're a danger to pedestrians!"

It's great to see action starting against dangerous pavement parking. Now we need: A clear definition of what "unreasonable obstruction" means; Effective ways to enforce against obstructive and dangerous parking; Enforcement against pavements being broken by heavy vehicles.

Technology has moved on. The law hasn’t. This consultation is an important chance to make sure the rules work for people who use powered mobility devices.

07.01.2026 13:18 πŸ‘ 4 πŸ” 8 πŸ’¬ 0 πŸ“Œ 0

Critically, we also need the public to support actions that enable older people to live great lives without having to drive for when they fail the eye tests. So the public need to get onboard with no pavement parking, pedestrian priority, denser housing, fewer out-of-town shopping centres, etc etc

Current mobility aid laws are a nightmare in the UK. The DfT have launched a consultation with the aim of modernising & clarifying the law so Disabled people benefit from market innovation like anyone else. The team at @wheelsforwellbeing.org.uk is here to help you respond to the consultation.

@wheelsforwellbeing.org.uk has worked hard to inform proposals that could support Disabled people benefit from innovation in new mobility aids & lead to lower prices for our vital mobility equipment 🀞🀞.

This is great news & I encourage as many people as can do so to respond to this consultation. Current legislation around the use of mobility aids is incredibly confusing & leaves Disabled people in fear of breaking the law or of having their vital mobility aid confiscated 😱

That's why we'll keep working to help make a world where all #Disabled people can use their ideal wheels to get around.
