I hope consumers receive refunds.

But if consumers should receive a refund, they would need to demonstrate they paid the tariff. Tariffs were very rarely displayed on receipts. How would you prove you paid it?

Honest question: Which taxes are collected by a state and then delivered to the Federal govt?

I think that, generally, income tax withholding is paid by corporations directly to the U.S. Treasury. Withholding associated with state employees would be different.
But I don’t know much about this.
