We live in a changing economy. Businesses close, open, and move. Old industries die while new industries are born. Helping workers transition from one job to another is such an obvious need in such a society that itβs hard to fathom why anyone would want to scale back such a program.

Yeah, itβs really pretty neat. It passes through a layer of cold air and becomes supercooled (below 0 degrees Celsius but still liquid.) This causes it to freeze on impact.
