The term for conflating these things, for the head of the military command in that capacity wielding broader political power, is not commander-in-chief as defined in our constitutional tradition. It's generalissimo or, more classically, how "imperator" became "emperor."

We've long been sloppy about this but it's worse that they've latched onto compulsively calling him "commander in chief" to describe functions, including conduct of foreign policy and decisions about war or peace, that are not part of president's role as the apex of the military chain of command.
