In the new golden age...it felt like the pool of directors was much smaller for any given show. And...some shows (like succession) basically had one director with some alts. Which is easier to do with 10 ep seasons.
On regular network tv...I think it was because they were truly hired guns (the producer/writers running the show) and the look or vibe of the show wasn't going to be altered by them.
This is a great question. On Homicide...I know it was to bring in feature directors (some veteran and some fresh out of film school with one film under their belts.)
