I'd just remove time as a factor for everyone.
When you get a job your deadlines are days not minutes.
Time should not be a factor in most exams. It should be about if you know the subject or not. Not how quickly you can understand the question and rush to get an answer down.
Increase the time for all by 50% and remove time as a limiting factor.
Parents with money can get diagnosis quicker.
They have more time and resources to ask the right questions, full in the right forms etc.
In short if we don't beat Brentford and wolves we are deep in the stinky stuff.
