This profile page is where I got the info mentioned in the first post, the guy goes straight to the point when he mentions the band. With that being said, it does makes me wonder why are there no more mentions of it online.
The Wikipedia page for the event, Music City Tenjin, mentions a one hour long TV broadcast of the 2008 event, but it's unknown if Ronald appears on it.
It seems like the band in this video used to be an original band named "THE BIG MOUTH". I haven't been able to find a lot on it except for the fact they used to play at this event, specifically in 2008 (as seen in this video) and 2009.

After looking at 小倉ルド's posts again, it turns out the answer was in plain sight all along. The TV show 全力!Tunes was only sponsored by McDonald's, and they would air these series as an ad break along with other commercials. However, there's only a few clips and 2 episodes remaining on YT.

After looking more into it, it's very likely that the time period this ad was posted was more likely within April-September 2008, as April 29th JST was the earliest date on the Champion Kids application period, as seen in ドナルド NEWS, and the Beijing Olympics ended on August 24.
It's worth pointing out that sm7685187 was posted on July 20th 2009, and the McDonald's TV ads were broadcasted within July-August 2008, as far as I've been able to find. It's very likely the original video was on NND at one point, then deleted.
Originally found by 小倉ルド, this clip shows up in マクドナルドまんしょん【ドナルド×バンジョーとカズーイの大冒険】 [sm7685187], the full version of this video is currently lost as nobody has been able to figure out where it's from. Quote post is a restoration attempt since the clip has slight color correction.
