What is interesting is that the way in which HO theorists respond to the most damaging objection to HOT most likely commits them to the view the PFC generates all of the content of consciousness, this being the reason for the paper.

There are substantial number of researchers that this "upper-deck" view seriously. The distinction between these types of PFC theories is discussed by Ned, Matthias, and others.
