Portland and Houston preempt LRT. Houston has a very particular LRT preempt operation.
Two asides. SRB uses the same signal software as the DivisionFX2 project. Portland preempts most of its LRT which is more effective than Priority.

Ideally I would want to see the Split times but it seems like they set Split = Pri Min which would mean no reductions to any non-priority phases, then I assume they added 5s to the Split for Ph 8 the priority phase allowing 5s of green extension.
Definitely MAXTIME. It's odd it's programmed not to truncate any phases to provide a green extension. This is going to force it into transition after every TSP service, then it's a question of what the coordinator settings are but hopefully it's set to allow subtract to get back in step.

That's not how I read it. He's hedging. His argument is, there isn't definitive research on BAT lanes, lane reductions have safety benefits, therefore we expect limited benefits from the BAT lanes, not the same amount as a full lane reduction.
