I asked Megumi about this, and her best guess is that it's so unclear who would even own the rights to Virtual Lab anymore, that there's no established entity that Nintendo could negotiate with for it -- if they even wanted to include the game on the service in the first place. A shame for sure.
Thinking about how much I love the MK3 designs, and on a technical level comparing them to MK1 is actually a REALLY good example of how far color blocking goes in adding personality and appeal to a character design it’s sooo important
