• Short-term funding cycles.

➡️Our new study shows taxing fossil profits would not raise consumer prices. Instead, it would reduce shareholder returns, incentivising gradual move of capital to renewables.

Three fixes:
☑️ Refocus & ringfence core priorities (including resilience)
☑️ Limit blending (binding ceiling)
☑️ Make it accountable (stronger EP scrutiny + inequality marker)

Finding #3: accountability is too weak.
Additionality is hard to prove consistently; transparency gaps make scrutiny difficult. Public money can’t run on narrative.

Finding #2: partnerships tilt.
Default blending favours large, investment-driven pipelines. Reporting often can’t show whether support reaches locally embedded firms and value chains—or actors already connected to international capital.

Finding #1: bankability ≠ need.
De-risking logic struggles where EU partnerships matter most: human development, public services, social protection, adaptation/resilience—especially in fragile contexts.
