Here is their statement. As they note, volcanic unrest often ends without an eruption, according to everything I have read, but eruptions are always preceded by unrest, if only for a few minutes. Pavlof volcano is not close to any big population center, but it is the most active Aleutian Arc fire mountain, and its eruptions are a local problem as well as a hazard to international aviation.
