One of the reasons Stephen Miller's voice sounds so petulent and annoying is that he upspeaks--he ends sentences at a higher tone than he started. The combination of feminine-coded upspeaking with constant attempts to signal hypermasculinity just make him sound pathetic and vaguely unhinged
