Selective disclosure, purpose violation, surveillance, political targeting - plenty of ways in which gov data can be misused. What can we do about it? Journalism is definitely a good starting point. Civic monitoring of public policies is another one.

Here is a summary of the final event of a civic monitoring project in 4 European countries: Spain, Italy, Romania and Lithuania. The project involved 120 active volunteers, supported by 27 organizations. The contracts monitored are 96.
