Part of the issue with people saying you can't cycle in winter/rain/wind/whatever is because they haven't tried and if they did they'd find out it's almost always fine but another is that we've normalised driving in unsafe conditions and, crucially, being expected to drive in unsafe conditions.

I had a direct experience of this a couple months ago biking on Coronado. The bike path along the silver strand and state highway 75 is cacophonous. 10 seconds after separating from the highway at the southern end I could hear birds chirping.
