No, but it would be at the discretion of each member state to decide exactly how it chooses to comply with the criteria.

Wasn't the debt brake also established to comply with the Maastricht-Criteria, one of them being that state debt may only be at 60 %? Germany was at about 80 % when the debt brake was introduced...
