Anton Savage's comment that โ€œ98% of pedestrians killed werenโ€™t wearing hi-visโ€ shows a lack of understanding of statistics.

If few people wear hi-vis while walking, then of course almost everyone killed wonโ€™t have been wearing it. Without comparing actual risk rates, that figure tells us nothing.

If we want to reduce risk, we need to follow the evidence.

And the evidence is clear: mandatory high-visibility clothing laws do not meaningfully improve safety for people who cycle.
What does make a difference is better, properly segregated active transport infrastructure.

Itโ€™s encouraging that the Supreme Court ruling could stop some of these projects.

But once again, weโ€™re seeing narrow, sensational, bizarre coverage that fixates on how inconvenient it might be to pause road building, while ignoring the far greater and ongoing harm caused by climate breakdown.

Explanatory Note
This Head provides that the provisions of section 15 of the Climate Action and Low Carbon Development Act 2015 do not apply to any functions or exercises undertaken under this Bill.

Head 12 Exemption from the Act of 2015 Provide that: Any function or exercise undertaken under this Act shall be exempt from the provisions of section 15 of the Act of 2015. An appalling proposal is hidden at the end of the Governmentโ€™s Bill on the airport cap; it would exclude decisions under the legislation from the current obligation on almost all public bodies to consider their climate impact and to be consistent with climate objectives.
