Given that the article is about how the official rejected the bribe and reported it, this is incredibly badly framed headline. It should be about alleged attempted bribes by construction.companies.

The reality is most organisations are terrible at dealing with terrible behaviour. Their protection of their own creeps is always justified but they will tell anyone who will listen how bad other creeps are. The only exception are the orgs that are equal opportunity protectors of creeps.
