I've seen some similar projects, but IMO this seems to better capture some of the fine-grained detail
So a 21% drop in the budget, assuming a 4% inflation, will probably result in a drop in success rates to approximately 20%… most people would be happy with such a success rate, but honestly we should be aiming for much higher rates.
Im currently reading ‘Talking to my daughter, a brief history of capitalism’ by Yanis Varoufakis. It makes a much more compelling argument than the communist manifesto ever could.

This is one reason why all manuscripts we submit must contain a magical incantation. This ensures we remain compliant with funder mandates and if journals have an issue with it they can fight it out with institute management.
It has been a joy working with so many people, many of whom have amazing and specialised skills that I don’t have. Truly a collaborative effort!

The price was never meant to be cost covering, and I would argue doesn’t need to be. You might want to charge a token amount because psychologically people don’t appreciate free things.

Vienna airport also offers a good experience. The train terminal is easily reached, and serviced by an (expensive) express train (CAT, the local train (S7), and (inter-)national trains. The biggest downside is that the airport is not included in the Vienna city area public transport ticket.
