I find this mostly believable because GW's other dialog during this sequence is comprised of multiple other Metal Gear series callbacks (examples attached).

While often being cited as a mere non-sequitur, the famous line in Metal Gear Solid 2: Sons of Liberty, "I need scissors! 61!" is possibly a callback to a similar line in MGS1, where at the end of the briefing at the start of the game, Solid Snake requests scissors from Naomi.
